What Is BAVN?
The Business Assistance Virtual Network (BAVN) is a free service provided by the City of Los Angeles Office of Small Business Services and Minority Business Opportunity Committee.
BAVN allows you to view and download information about all bid opportunities offered by the City of Los Angeles in one convenient location as well as find up-to-date certified sub-contractors to complement your project bid.
How do I find opportunities with the City?
With a city as large as Los Angeles, there is bound to be an opportunity for your company's specialty.
Use our search engine by clicking the "Opportunities" link on the menu above to find opportunities within the City.
How do I get more information on a specific opportunity?
If you have a question about an opportunity, please contact the listed Department Contact person for that opportunity.
Every opportunity posted on BAVN will have a listed contact person who you can contact to answer any questions you may have.
How can I view or download the documents listed with an opportunity?
You must be a registered BAVN user and logged in to download and view the documents listed under an opportunity. If you
are not logged in you will only see the listing of documents available but will not be able to download or view them.
How can I find subcontractors that can help me with a specific opportunity?
When viewing an opportunity, click on the "Subcontractors" tab to view a list of subcontractors that are registered under the same work areas (NAICS codes)
as the opportunity.
How can I be notified when a particular type of opportunity is posted online?
You must be a registered "Admin" user on BAVN to receive notifications on opportunities on BAVN. Simply choose the appropriate NAICS codes for
your company when you register, or by modifying your profile, and select to be notified by e-mail. When an opportunity is posted online that matches the NAICS codes you entered
you will receive a notification. Refer to the Notification section of this FAQ for more details.
To perform Business Inclusion Program On-line your company needs to meet the following requirements :
1. Register as Prime or Prime/Sub contractor.
2. Register at least one User from your company.
3. Provide correct NAICS codes (4 digit to 6 digit codes) at the time of registration or modify your company's profile to include these codes.

What are NAICS codes?
The North American Industry Classification System (NAICS) was developed by the U.S. Census Bureau to identify
the industries. For more information on the NAICS codes and to find out what codes are appropriate for your company,
please visit the NAICS homepage.
Upgrading NAICS codes from version 2002 to 2007
BAVN is in the process of upgrading the NAICS codes used by the system from version 2002 to version 2007. Some codes used in the 2002 version must be converted into new sets of codes for 2007.
If your company currently has a 2002 NAICS code that will be affected by the 2002 to 2007 conversion, BAVN will automatically add NAICS codes as listed below;

Registering on BAVN
Viewing opportunities on BAVN is open to the public without registration. However, registration on BAVN is required if you wish to download
any related documents posted with any contractual opportunity, or to contact listed sub-contractors. Being a registered user on BAVN will also allow you to
receive automatic notifications when new contractual opportunities are posted online. Registration is free and can be completed in a couple of minutes, so register now.
Do I have to register?
You do not need to register or login to view contracts online, however you will need to have a registered account on BAVN to be able to view and download any
documents associated with the contractual opportunity, view associated subcontractors, and contact associated subcontractors.

What is the difference between an Admin and a Normal user?
Your company may have multiple BAVN user accounts for multiple employees. However, only the first registered user for your company will have "Admin" rights. Any other
employee that registers under your company name thereafter will be registered as a "Staff" user.
The "Admin" user will have the ability to modify your company's information, and be listed as the main contact person for your company. "Staff" users will
not be able to modify their company information. Also the notifications would be sent ONLY to the "Admin" users. If you would like to change the access rights for users within your company, please contact BAVN support at ITA.BAVN@lacity.org.
I have forgotten my userid and/or password, how can I retrieve it?
If you have forgotten your login information to BAVN, visit our login retrieval page and enter the e-mail address you used when you
registered and your login information will be e-mailed to you.
How can I change my company's information?
Only the "Admin" user for your company can modify your company's information as it appears on BAVN. If you are an "Admin" user, simply login
and click the "Update Company Information" link under the "Profile" tab of your homepage to be taken to the Modify Company form.
How can I change personal user information?
Simply login and click the "Update User Information" link under the "Profile" tab of your homepage to be taken to the Modify User form.
How can I remove a user that no longer works in the company?
Please contact support to remove a BAVN user account for an employee that no longer works for your company.
What is the City of Los Angeles' certification program?
The City of Los Angeles offers certification for Disadvantaged Business Enterprise (DBE), Minority Business Enterprise (MBE), and Women Business Enterprise (WBE) and also for the City's Small and Local Business (SLB) Program. Application to these programs is free and there are no requirements as to the length of time the business has been in operation.
How do I apply to be recognized as a certified company with the City of LA and BAVN?
Applications must be submitted to the Department of Public Works, Bureau of Contract Administration, Office of Contract Compliance, Certification Section, which is located at 1149 S. Broadway Street, Suite 300, Los Angeles, CA 90015.
How can I be notified when an opportunity is posted online?
Notifications are emailed to "Admin" users whose company's NIACS interest codes match the NAICS interest codes for an opportunity. To receive notifications login into your BAVN homepage and click the "Update User Information" link, then under the "Preferred Contact Method" field, select email.
If you are not receiving notifications inspite of email being your contact preference please contact ITA.BAVN@lacity.org to check if there are any "Admin" users for your company or if the contact preference of the "Admin" user is set to none.
How can I change my notification settings so that I receive less or more notifications?
Notifications are based on your company's registered NAICS code. When an opportunity is posted that matches your NAICS code information you will receive a notification.
If you would like to receive more notifications, select as many appropriate NAICS codes or a broad 4 digit NAICS code for your company.
If you would like to receive less notifications, consider removing a code from your company's profile that you believe is not necessary, or select a more narrow 6 digit code for your company.
How can I stop receiving notifications on BAVN?
To stop receiving notifications, login into your BAVN homepage and click the "Update User Information" link. Under the "Preferred Contact Method" field, select "None" and notifications will stop.
I am not receiving any notifications. How can I make sure that I receive notifications?
